Press critics generally disapprove when news media offer ewards for capture of criminals, because it smacks of self-promotion; public seems to base its opinion on what it perceives to be motivation behind reward offer; $100,000 reward offered by The National Enquirer that helped bring arrest in killing of Bill Cosby's son, Ennis Cosby, brought favorable attention to Enquirer; not so the $50,000 reward offered by The Globe for information leading to conviction of killer of Jon-Benet Ramsey in Colorado; that is because Globe had earlier printed pictures of Ramsey crime scene, and subsequent offer of reward struck many as an act of contrition (M)

INTERNATIONAL A3-9 Zairians Celebrate Capture Of City by Rebel Forces Thousands of Zairians in Kisangani wore white headbands in a show of solidarity with the rebel soldiers who won control of the river town. Your loss is my loss.'' Wearing a red-checkered headdress with his dark suit and accompanied by two of his children, the King knelt before each of the families in their homes as they sat on the floor in the Jewish custom for mourning. INTERNATIONAL 3-23 Important City in Zaire Falls Quickly to Rebels The largest and last Government-held city in eastern Zaire fell to rebels forces, posing the most serious threat yet to the 31-year-rule of President Mobutu Sese Seko. The city, Kisangani, was the centerpiece of the Government's fight against the six-month-old rebellion, and its defeat raised serious questions about whether the regime can survive. Even more discouraging to the Government was the apparent switch of elite forces there to the rebel side. 1 Rabble Police Force in Albania Albanians joined a rabble police force meant to restore order in the nation's capital.
